Calivoso The study was conducted in the selected barangays of Dingras, Ilocos Norte namely, Barong, Baresbes, San Marcelino, Sagpatan and Saludares. The respondents were hybrid rice-farmers planting an area of one (1) hectare or below. This study was done to get insights on the situation of crop production loan of the hybrid rice- farmers. The study aimed to understand the crop production loan of hybrid rice-farmers with the use of interview schedule containing questions that determine the socio- demographic and farm/economic profile of hybrid rice-farmers. It likewise determined the available credit source in their areas and their characteristics in terms of requirements, process, length of process, release of loan, interest rate, payment schedule, period of repayment forms of loan repayment and the penalty imposed to late payments. The identified available formal credit sources in the area were banks and the Center for Agriculture and Rural Development (CARD). Traders, usurers, friends and relatives were the informal lenders extending credit to the hybrid rice-farmers in their areas. Results of the study showed that the respondents borrowed from informal lenders and informal source, while others did not avail nor applied for loan. The problem encountered by the hybrid rice-farmers in borrowing from formal source is the rigidness of procedure for first time-borrowers. This discouraged the farmers from availing loan, however, the said source offer a better credit term (e.g., lower interest). On the other hand, the problems associated in borrowing from informal lenders are high interest, high penalty, absence of deadline notice, the forms of loan repayment and insufficiency of credit. Despite of these problems, the hybrid rice-farmers still choose to borrow from the said source because the process of obtaining loan is not difficult. Hybrid rice-farmers who did not avail of loan claimed that they are uncomfortable with borrowing. Some claimed that they are not borrowing because of the usurious interest rate while the others reasoned that they have enough capital to finance their farm. Generally, there was a larger percentage of borrowers which means that most of the hybrid rice-farmers were depending on credit in financing their crop production-cost.
