Summary, etc. Construction-related injuries remain a pressing issue in Ilocos Norte, as
highlighted by recent fatalities and injuries due to various hazards, including collapses
and electrocutions. This study investigates the utilization of Personal Protective
Equipment (PPE) among construction workers in Ilocos Norte and aims to develop a
Safety-Offense Point System (SOPS) to enhance safety practices. The research focuses
on four main objectives: determining the use of task-specific PPE, analyzing the
frequency and severity of construction accidents, examining the correlation between
PPE usage and accident rates, and creating a SOPS tailored to specific hazards.
Data were collected using a snowball sampling technique, involving face-toface interviews with construction workers employed by PCAB-accredited contractors.
Quantitative methods, including checklists and rating scales, were utilized for data
collection, and statistical analysis was performed using SPSS to determine correlations.
The findings revealed that PPE utilization among construction workers is generally
low, with significant discrepancies across various construction activities. The study
documented a higher frequency and severity of accidents among workers not wearing
PPE, with disabling injuries being the most severe outcome when PPE was not used.
A strong correlation was found between increased PPE usage and reduced
prevalence and severity of accidents, underscoring the critical role of PPE in ensuring
workplace safety. Based on these results, the study developed the Safety-Offense Point
System (SOPS) to address non-compliance and promote a culture of safety. The SOPS
aims to enforce responsibility among workers and companies by establishing explicit
rules and consequences for safety violations.
