ABSTRACT COLOMA, KAROLE CHRISTINE A Mariano Marcos State University, May 2021. ACCESSIBILITY TO FINANCE OF THE MICRO AND SMALL ENTERPRISES (MSES) IN ILOCOS NORTE. Major Adviser: Angelina B. Abrojena, PhD This study determined and described the level of accessibility to finance of the Micro and Small Enterprises (MSES) in Ilocos Norte.The study used the descriptive-correlational method. A questionnaire was used in gathering the needed data and supplemented by unstructured interviews. A combination of stratified cluster sampling and purposive sampling was used in determining the respondents of the study. The data were analyzed using frequency counts, percentages, analysis of variance (ANOVA) and Pearson's r. Results showed that most of the micro and small enterprises belong to the wholesale and retail trading sector and in the form of sole proprietorship. The businesses are operating for 5-10 years and employ 1-5 employees. Present capitalization of these businesses is below Php500,000.00 The level of accessibility to finance of MSEs in Ilocos Norte was rated moderate as indicated by the credit experience, availability of financing institutions, borrowing requirements, processing time and the MSEs support and services from financing. As regards to the level of performance of businesses which utilized the credit. the effect on their income and capital was rated high which means that businesses improved when credit was utilized. There is also a significant difference on the organizational profile of MSEs which availed credit and to the level of accessibility to finance. Likewise, a significant difference was also noted on the organizational profile of MSEs and the level of performance. The study also showed that there is a relationship between the level of accessibility to finance and the level of performance of MSEs which means that the higher the level of accessibility to finance, the higher the performance of the business. Further, the main problem faced by MSEs in accessing finance is the lengthy application process. This is due to stringent processes and strict evaluation assessment of requirements. In conclusion, MSEs in Ilocos Norte have varied level of accessibility to finance depending on the organizational profile of those which availed credit and the level of performance.This study recommends that financing institutions should conduct process improvement in the evaluation of documents. Application assessment and approval processes need to be simplified and documentary requirements be more relaxed. In addition, MSE-owners need to be equipped with knowledge focusing on financial management and literacy to educate and instill to them the importance of having a good and proper documentation of their business, like maintaining sales records and establishing relationship with banks. Having the right knowledge on the business operations and knowing the importance of having good credit record will ease the application process to the financing institutions. Lastly, the government should focus on extending more business opportunities, sales and marketing programs. product development and promotion activities and provision and access to technology to improve process and sales by the micro and small enterprises. Conduct of exhibits, webinars and intensive training that could boost sales and knowledge of the business owners will enable empowerment of the MSEs.
