Chua, PTRP Disability makes persons with disabilities (PWDs) different, but not less. However, evidence shows that PWDs face exclusion both in an international and national setting. Thus, this study aimed to influence the growth of MMSU towards disability inclusion (DI) through formulating of a disability-inclusive framework to influence policymaking so that the inclusion, rights advancement, and protection of the PWDs could be made. This is to ensure that the PWDs are not left behind. The study used a non-experimental developmental research design. The participants were non-disabled and disabled learners and employees, and MMSU administrative council (AdCo) members. The sample underwent a double stratum stratified sampling and purposive sampling methods, respectively. An online survey questionnaire was conducted through Google Forms for non-disabled learners and employees, a focus group discussion was done with learners with disability, and a key informant interview was conducted with select AdCo members and employees with disability MMSU is perceived to be a place wherein a PWD could thrive and survive. Enablers to Di in terms of attitude, environment, and policies were present and perception to Di among the participants is relatively positive. This sets the foundation for disability-inclusive development, however, negative responses towards disability and DI were still present, emphasizing the need for improvement. The MMSU SAPASAP framework was developed with the idea of fostering MMSU towards disability-inclusive development. It identified the priority courses of action for MMSU in achieving Di. It laid out the long-term process for continual improvement towards being a true disability-inclusive higher education institution.
