Traffic surveys, including Average Daily Traffic (ADT) counts, floating car method, and stopped-time delay studies, were conducted to gather relevant data. The collected data guided The ADT count revealed that Manila North Road experiences a higher vehicle volume than J.P. Rizal Street, with Friday identified as the busiest day. During an eight-hour count on Friday, southbound, eastbound, and westbound vehicle volumes were 16,639, 10,187, and 8,089, respectively. The highway's hourly traffic flow was 4,425 vehicles, with a peak hour factor of 0.877, a road capacity of 4,210 PCU/hr, and a volume-capacity ratio of 1.051, indicating a level of service (LOS) of F. The intersection satisfied warrant eight, justifying the feasibility of a traffic signal. he averages delay at the intersection was 64.7 seconds during peak hours. Specific signal timing parameters were determined for each phase of traffic movement. Simulation using PTV-Vissim demonstrated a significant improvement in traffic flow with the introduction of traffic signals. The LOS improved from F (over capacity) to C (moderate traffic). These findings support the conclusion that implementing traffic signals at the Manila North Road and J.P. Rizal Street Intersection can effectively reduce traffic congestion during peak hours ER -
