The data was analyzed using thematic analysis and frequency counts and percentages. The results showed that not all contractors complied with the DPWH standard specification processes, with materials, supervision, and communication being the most non-compliant classifications. Despite high compliance, contractors still encountered problems during project implementation. The study suggests that issues may not solely be related to quality assurance management but may also stem from other factors like regulatory, legal, or compliance issues. Common problems encountered during project implementation included material defects, delivery delays, and non-compliance with Personal Protective Equipment (PPE) usage. The study recommends that construction companies in Ilocos Norte adopt ISO 9001-based solutions to address project implementation problems. Future researchers should consider a wider scope for more accurate data and perspectives, examine the potential applications of the QA Management Guide, and investigate the impact of advanced technologies on quality assurance management in construction projects.
